Police commander Prasert Siriphannaphirat said the rules were designed to ensure the safety of the thousands of Thai and overseas tourists expected to visit during the festival. The commander elucidated by saying water fights were okay on the 12 and 13 April, but officers would be enforcing the cut off time.
He carried on by saying that alcohol was usually the root cause of any problems in Hua Hin over Songkran. He finished off with the codicil that for this reason, people would be banned from drinking alcohol in the water fight zones and shops and bars were prohibited from selling it.

Authorities in Hua Hin have set up a code of conduct for this year’s Songkran water throwing festival. The police force with jurisdiction over the popular Gulf of Thailand holiday resort town says there will be a midnight deadline for water throwing and that the activity will be confined to designated zones.
