The festival is organized by the Department of Tourism of Manipur and boasts a varied program. It features shows and performances that will make visitors acquainted with local traditions and culture; a cooking competition; a paragliding activity and musical gigs by several international bands invited to participate in the festival including a Scottish rock band Nazareth and American rock band Extreme. For Nazareth, it is the second performance in India and for Extreme it is going to be their Indian debut.
Shirui Lilies, the flower behind the festival, is also known as Lilium Mackliniae. It is a rare Indian species found only at an elevation of 1,730–2,590 metres above sea level in the upper reaches of the Shirui hill ranges in the Ukhrul district of Maipur. Lilies are at their best during the monsoon season when their fragile flowers with pale bluish-pink petals cover the hills around Ukhrul village. It is a shade-loving species which is difficult to grow outside its original habitat.
A beautiful legend says that Lily, the daughter of goddess Philava, lives in these hills and protects them. According to the local belief, Shirui lilies represent kindness, protection, prosperity, and a happy life.
