A green and disaster-resilient metropolis will be situated 100 km north of Manila and will be able to withstand major natural disasters. It will occupy an area of about 9,450 hectares accommodation over one million people. The name suggested for this back-up capital is New Clark City.
The life in the Philippines, one of the countries of the Pacific Ring of Fire, is inevitably connected with intense seismic and volcanic activity. Not only New Clark City will provide a hideaway in case of disaster, it will also be a pollution-free zone what is somewhat a novelty for the Philippines suffocating on exhaust of their endless jeepneys. To combat the air-pollution, many pedestrian areas will be planned with river walkways cutting through the city. The use of private cars will be brought to the minimum with efficient transportation system implemented. The city will rely on green sources of energy like solar power and waste-to-energy systems.
A truly unique feature of the new city will be the building material for its edifices. Instead of concrete, 'lahar' will be used. Lahar is solidified mudflow formed by volcanic eruption and containing ash, debries and rocks. It is found in abundunce rather close to the planned city, around the Mount Pinatubo volcano.
